U.S. Senate has passed a law that prohibits food aid to North Korea

U.S. Senate has passed a law that prohibits food aid to North Korea.
Such result may be reasonable.
By carrying out nuclear experiments and launching missiles, North Korea has lead to distrust from the international community.
In addition, they haven't distributed the food aid they received to their people but used it for their army. Can this be another reason that stopped international food aid?
Lately, North Korea has asked for expansion on food aid and economic cooperation from Southeast Asian countries but couldn't have much result. This shows that the credibility of North Korea has hit the bottom. If North Korea desperately wants food aid from the international community, they must change by themselves.
